The procedure for admitting foreign citizens to study at MSLU

Foreign citizens may enter MSLU for education in accordance with international agreements and individually.

For general higher education (Bachelor’s degree programs) applicants who have received general secondary education are accepted. For advanced higher education (Master's degree program) foreign citizens who have completed higher education are accepted. In addition, a foreign student must have a command of the Russian language at a level sufficient for learning in the selected specialty.

Peculiarities of admission of citizens of the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan

In accordance with the legislation of the Republic of Belarus in the field of education, citizens of the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Tajikistan have the right to enroll in the first cycle of higher education (Bachelor’s degree programs) at MSLU under the following conditions:

  • citizens of the Republic of Belarus, i.e. at the expense of the republican budget or on payment conditions provided for citizens of the Republic of Belarus, based on the results of entrance tests in the form of centralized testing or conducted in the University;
  • foreign citizens and stateless persons, i.e. on the terms of payment provided for foreign citizens, based on the results of an interview, which establishes the level of their proficiency in the language, in which the educational process is carried out (Russian/ English), in the volume sufficient for learning the content of the higher education program.

Peculiarities of admission of citizens of Ukraine

Citizens of Ukraine are admitted to higher education institutions of the Republic of Belarus on the terms and conditions stipulated for foreign citizens, i.e. on the terms and conditions of payment stipulated for foreign citizens, based on the results of an interview that establishes their level of proficiency in the language, in which the educational process is carried out (Russian/ English) in the amount sufficient to learn the content of the higher education program.

Citizens of Ukraine, permanently residing in the territory of Lugansk and Donetsk regions, have the right to enroll in higher education institutions of the Republic of Belarus to obtain higher education of the first cycle to study at the expense of the budget and on the terms of payment provided for citizens of the Republic of Belarus, on the vacant places left unclaimed after the enrollment of citizens according to the results of centralized testing.

Issuance of an invitation to study at MSLU

The invitation to study is required only for those applicants who need to apply for a study visa to enter the Republic of Belarus. The list of countries with a visa-free entry to the Republic of Belarus is available on the website of the Ministry of Foreign Affairs of the Republic of Belarus or at the consular office of the Republic of Belarus in your country.

Documents for issuing an invitation

To receive an invitation to study, foreign applicants send the following documents:

  • an application form for issuing an invitation:
  • copy of the first page of the foreign passport and a notarised translation of this page into Russian;
  • copy of the document of education with the subjects and marks (grades) indicated. For general higher education (Bachelor's degree programs) - a document (certificate) of secondary education, for advanced higher education (Master's degree programs) - a diploma (certificate) of higher education (Bachelor's degree); for PhD programs - a Master's degree certificate/ diploma.
  • translation of the education document into Russian certified by a notary.

Submitting the documents

Documents for issuing an invitation can be sent in the following ways:

Deadlines for submitting documents for issuing an invitation

- preparatory department – by September 30;

- for the 1st year and Master's degree - by October 15;

- for PhD - during the year.

After receiving the documents, MSLU draws up and sends an official invitation to study for approval to the migration authorities.

In case of approval, the migration service sends lists for issuing visas to the consular offices of the Republic of Belarus at the place of residence of the foreign applicant, which is the basis for obtaining a study visa for foreign citizens from countries with visa regime of entry to the Republic of Belarus.

On the basis of the invitation, applicants receive a study visa at consular offices of the Republic of Belarus. The consular fee for the study visa is paid by the applicant at the consular office of the Republic of Belarus at the place of visa issuance.

Documents for admission

To be admitted to the University, the applicant submits the originals of the following documents in person:

  1. Application form for admission download;
  2. Admission application addressed to the Rector (to be filled out at the University);
  3. Foreign travel passport;
  4. Copy of the certificate of education specifying the subjects studied and the marks (grades). For general higher education (Bachelor’s degree programs) – the certificate of secondary education, for advanced higher education (Master’s degree programs) – certificate of higher education (Bachelor’s degree); for PhD – certificate of Master’s degree.
  5. Notarised Russian translation of the certificate of education;
  6. Notarised copy of the birth certificate with a Russian translation (for underage applicants);
  7. Health certificate issued in the Republic of Belarus;
  8. HIV-negative certificate issued by the official health authority of the country the applicant arrived from, with a translation into Russian certified by a notary;
  9. Certificate of completion of studies at the Preparatory Department, courses etc. (if applicable).

Please note that foreign applicants need to have their passport translated into Russian for the Belarusian Migration Service certified by a notary in the Republic of Belarus.

Foreign students also need to have medical insurance. This can be purchased in the Republic of Belarus. Insurance brought from the country of residence must be translated and notarised in the Republic of Belarus.

Deadlines for admission:

- for preparatory course - until September 30;

- for the 1st year and the Master’s degree program - until October 15;

- for PhD – during the year.

Admission tests

- at admission to the preparatory department are not conducted;

- at admission to the 1st year and Master's degree program an interview is held in the language of instruction (Russian/ English).

Upon arrival in the Republic of Belarus, the applicant must necessarily arrive at the Department of International Relations on the next working day after arrival for an interview, conclusion of a study agreement and payment of tuition fees.

A foreign applicant is admitted to MSLU and can live in the dormitory as soon as he/she pays for education for a year or for 1 semester. 

All foreign applicants are provided with accommodation in rooms of the University dormitory (≈50 USD per month)
